I have three questions.

1. Does the leader have to participate in-game, or may he be a back-up?

2. Is it possible to participate in multiple teams, i.e. being a back-up in one, participating in another?

3. Do we have to use the name we signed up with on this website in-game?

1) As long as you have 9 players from your roster it is ok
2) You can only be in 1 roster at a time, so i’d imagine it’d be impractical and probably impossible
3) Nope, there will be screenshots where you type ‘status’ in console, which shows the SteamIDs which will be cross-referenced with those on the site.

edited some fail grammar

And even if he does not agree. Some mercs are allowed by default for highlander (see rules).

2.5 Every player has to play with the nickname of the league site

as if that had ever been enforced.
