Ping problems - Help!

Hi.
I had problems with my download speed and ping, so I called my isp and they sent someone here to fix it. Since then my dl speed is stable and as high as it should be (60 Mbps), but my ping is still horrible. On Hungarian servers I get at least 50 instead of the usual 10-15. Foreign servers are even worse.
I have already reinstalled TF2 and defragmented my hard disks, no change.
What else should I try?

* Go to: HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindows NTCurrentVersionMultimediaSystemProfile
* There will be an entry for network performance throttling, default value is 10; set it to FFFFFFFF hex (willl look like 0xFFFFFFFF to the right of the entry)
* Reboot

Didn’t help. Made it even worse. :(

Strange, at the moment its working just fine. Ping: 14ms, Jitter: 1-2ms.
I wonder how it will perform tomorrow…
