(1) fps config
(2) dx8.x
(3) 640×480 res
(4) adjust your graphic card settings for performance, rather than quality.
(5) set fps_max to something stabil, somewhat above your monitor frequency. (E.g. I use 200fps, 160hz)

Fishy. Do you have hyperthreading enabled or something? I have i5-750 and rd5850, and I get a constant minimum fps of 200 on xp64.
