It is sayed i have Software 9.0 dx level , and hardware dx 8.1 level , how can I both make it 8.1?

Uninstall dx9 and install dx8. Do note that it makes no difference.
+1 dx is downward compatible so it makes indeed no difference.
There is no need to change the hardware directx level, that is just giving you your upper limit.
