My steam is bugged [Windows 7 if it matters]

Well, just reformatted my PC and installed w7 when I first started.
Everything worked fine, and my steam also works, it’s just very weird:

Every possible command is like that #Friends_chat_open_windows and everything..
Tried to reinstall but it didn’t work.. Halp!
try changing steam language
maybe the steam skin
