Can’t deposit as I live in Israel and online gambling is illegal.
Looking to buy 20-30$ (via PayPal or w/e system that will accept my card), obviously willing to pay some markup.

Not entirely sure but it seems it should still be possible.
Could you log in and go to Tools -> Transfer to another player? Unless it says something special for you, I guess it means it’s possible.
is this online gambling illegal thingy in Israel recent or something? I read about a decade ago of some Israeli telling how he made 350 dollars in one session while sitting in a rocket shelter.
