According to steam’s game statistics – 5 million are playing the game , the competitive side is around 10k (EU+US). Sorry to bring it down to you , but 200 signs won’t do anything.
Valve aren’t a monolithic entity, they’re a bunch of nerds like us, and these features would take one coder one day to implement. Maybe we can get someone to care, maybe we can’t. It’s worth a shot.

ETF2L alone has 43k players registered so it’s a bit more than 10k.

s14 – 6v6 – 41 divs with 8 teams each and 6 players each. thats 1968 players actively playing this season 6v6. I expect similar numbers for 9v9.
Now add to this the fact that many people play both 6v6 and 9v9 and reduce the number by quite a bit.
Also relevant are mercs/backups that arent accounted for in those 6 players/roster. 10k seems quite accurate tbfh, perhaps slightly more. I have no idea how many people play in NA/SA/Asia/Australia, but judging from ETF2L as the biggest league there wont be like 50k active comp players.
Perhaps someone with more in-depth knowledge of the other leagues can give some rough numbers for those.
Petition aren’t working on valve. Don’t wast your time.

They remain an entity driven by economic incentive, not to sound overly cynical but these attempts haven’t resulted in much more than some pandering in the past why would it be any different now.
The things the comp community want (which shortly summarized make it clear that the ideal situation would simply be to create a promod) are too far disconnected from what the majority of TF2 players are intrested in. Add to that that Valve have very clearly put their weight behind Dota2 for competitive purposes and TF2 competitive doesn’t realisticly get to expect much more than some lipservice and low-resource co-promotion.
