Everyone in TF2 uses mumble. Teamspeak is for people who think crisp clear voice comms make a difference yet completely disregard the latency issues it has. No offense :)

While latency was a big issue with Teamspeak 2 with TS3 it is a lot closer,( http://www.youtube.com/watch?v=gblGcmtnJTY ) tho I do believe that mumble is still slightly faster. The main advantage with TS3 is the admin and client interface are much more user friendly, you can also do stuff like file transfers and multi server connect.

The main advantage of mumble however is that yes it has the edge with the lowest latency but mainly, its free to license as fb/tt and many other clans with boxes take advantage of. The overlay support works well for TF2 (not punkbuster games) and its light weight enough to keep the ‘OMG FPS’ bunch at bay.

In short, yes its a nice program and don’t get it caught in the stigma TS2 left for it, but really noone likes switching between voice programs as much as anything else.

tbh for me as someone who barely runs over monitors refresh rate id rate my fps higher than those few ms id gain using mumble

but setting up ts3 is even more pisswork than mumble so im not expecting tf2 ppl to actually swap it anytime soon either
