It changes the font used by net_graph. You won’t be able to use neither it nor cl_showfps (net_graph will be invisible, instead of cl_showfps you will just see another crosshair). Package consists just of a few fonts containing different crosshairs and scheme file swapping them with original one.

Isn’t it difficult to center a “net_graph” crosshair?
