Does the pldx tool work for nosteam version of tf2?

Maybe, maybe not. Mine did for a current version of nosteam TF2 but not an older one. Worth a try though.

no, it does not
You could always just use the config. It’s not like the tool does a ton, and you can use the encoders separately if you want.
When pldx asks you for your tf folder, it won’t accept it because it can’t find the GCF files (which aren’t there in this particular nonsteam version – they are all extracted inside the tf folder). But as Chris said, all pldx is is a bunch of scripts strung together, so you don’t really need it anyway.

So what parts do you need to get it functioning? Just the cfg + hudlayout? I guess everything else is adjustable in game?

It’s easy peasy to do that with a batch script anyway.
