Kz maps for TF2?

Would it be possibly to do some soft of kz maps (cs 1.6 jump maps) for tf2. At least map scouts with different kind of jumps and difficulties competing against time, could be muchos fun. Does engine / mapping put some limitations, I have no clue how to make maps, just wondering?
I know there are some nice scout maps out there. And there are timeattack plugins check chillout zone 85.131.176.145:29000 out mostly rj maps though but they got an working timeattack plugin. Would have been nice with stuff like that in a game mode!
forgot “cl_allowdownload 0” could be good if you don’t want to dl all the custom content.
