Its fixed. Unless Valve have some super weird setup, it should take literally seconds to query the database for the number of kills, if that. My guess is that they are trying to weed out farmers.

Because if you looked at the traffic sent to steam from srcds, it would submit its stats every 10 kills with your reasoning.
In the real world, srcds sends every 6 hours with timestamped submits — hence the wait.
But what do I know…
