How can new teams join the leauge?

They can only do so at the beggining of the season,or if enough teams sign up they start another div?

Only at the beginning.
You start in division 1, that are the new teams. Then you can go every time you win a match a division higher.
That’s why there are so many divisions when the number is getting higher ;)
It just begun, so yeah you’ll have to wait until after summer
