okay so basicly I try to join a server with ETF2L Conig/UGC confing i join the game and when i get the sending client info my tf2 craches.
so what configs are u talking about? are u talking about etf2l match config or?
Make a backup of your custom, then delete it and try joining a server and see if it works

The configs i mean is the CFG files they use on their servers like the white list round limit and so on
What servers are you using to try the configs with that make you unable to connect to them?

I’ve tried paying with friends on my server worked for then but not for me

honestly, he probably has something that loops in his own config, that is supposed to be delayed by the wait command, but on a wait disabled server, it will crash the game.
