ESEA has a game client for the officials n shit. What diffrence does it make launching from the client and from normal Steam? Why doesnt ETF2L have one?
coding and maintaining takes a lot of time and is not worth the effort, especially since it’s a free league.

because when last time someone took screenshots of eu players someone literally said they will sue

You have to use the ESEA client to play in official matches. It serves as an anticheat and automates some of the process of setting up a match, such as choosing a server, readying up, etc.
However, it is operated by a less than trustworthy organisation and comes with its own set of problems. Most players would probably not use the client if they had a choice.
