.com/.org/.net are managed by US companies and can and will be blocked even if the actual server isn’t located there. Also google/facebook/twitter/reddit/… are also US based.
the DNS things most certainly mean that they can (and will) block everyone from viewing websites they don’t want you to view. Even though the website is completely legal outside the US you won’t be able (well, you know how bad DNS blocks are) to visit them.
So yeah this is the US (trying to) seizing control over the internet.
