How are the highlander divisions calculated?

Do you take the mean divisions of the 6v6 teams the other players are in?
Or just put everyone in the division they ask, unless they are obviously in a different one?
Some highlander teams i have seen have no reason to be in the divisions that they are in, and i was wondering if there is something i am missing.

Edit: On a more keyboardy note: Got a Steelseries 6gv2 that I’m ok with (although the spacebar murders your tumb during officialls). Doesn’t have any fancy keys though.

We had a total of 18 teams making up Division 1 and 2, we decided was fairer to mix in some actual dedicated HL teams as well as the prem/div 1 mixes. Couple of teams in Div 3 are lot better than others, that division is mostly mid level 6v6 mixes with a few teams that play a lot of HL (eg. the American teams are top UGC teams).

We also had like 100 teams new to comp TF2 and another large number played only HCC and were returning. That is Div 6 filled with new teams, so anyone who had any 6v6 experience even if it was Division 6 was likely to be moved up to division 5. Basically we go by experience in both 6v6 and HL but we favoured HL experience in some cases, bu ultimately it is just experimental we’re bound to have made a lot of mistakes but all we can do is say we tried our best to judge and we’ll do better next season.

Having done the bulk of the divisions, this was the rule of thumb:

div6: No indication of any comp experience or low-level div6 6v6
div5: Some comp experience – upper 6v6 div6 to lower div5 teams and teams that have played HL before at a low level
div4: teams with some decent HL experience or mid-table div5 to mid-table div4 6v6
div3: Good HL teams or mid 6v6 teams (mixes from div2-4)
div1 and 2: prem-div2-mixes and the top HL teams

Of course not all teams fit into any of these descriptions but we went with what was closest to it.
