How about this:

Instead of bringing flags – each country brings one or two bottles of their national drinks and present it on TF2 steps to the other players. All of those drinks HAVE to be hard liquor drinks and when the short presentation ends (short history of the drink, percentage of the alcohol and the general taste), the bottle goes into the crowd where people will drink it.

I have done exactly the same on one major student gathering and in all honesty people liked it, everybody got insanely drunk, gay and happy. Wine and beers are forbidden and for pussies.
