Don’t take this as gospel, as I’m not entirely sure, but I think that they are only stored temporarily (in the clientregistry) but are kept in the Steam Cloud, so the answer is more than likely ‘no’.

I’m pretty sure the serverlist is located directly in steam.
There was serverbrowser.vdf file, deleting which caused your favorites’ list to be erased, but now it no longer exists, as servers are most probably stored in the cloud.
It’s easy to check that out.
look at Steam//userdata//SOMEID//7//remote//serverbrowser_hist.vdf
edit it and cloud save it.
