Is it allowed to use a person that’s not registered on the team on etf2l for a challenge ?

afaik as long as they are registered on the etf2l site they are fine to play, so long as the other team agrees

Yes that’s correct, you must get your opponent’s permission to use a player who isn’t registered with your team on ETF2L. If they agree then it’s OK to use them.
