Obviously 100tic is better but is it really worth it?
Can get a 14man 66tic server for £8.40 or a 100tic server for £12.60. Is it worth the extra £4.20?
Also, is lowpings a good place to get them from?

66tic is good enough for TF2, cuz there isn’t really 100tic in TF2. And lowpings is a good host, never had problems with them.

This. It’s hardcoded at a tickrate of 66, you can’t change it normally.
The TFTrue plugin experimented with a changeable tickrate for a while, but you would get all kinds of issues like jamming doors/trains/whatnot.
So either they are lying, or offering you a broken server. Your choice :)
(Or they fould some highly amazing way to change it without breaking anything themselves, which i very much doubt.)

actually you can easily change the tickrate 66 is highest, but you can easily change the server rate to 33, jolt public servers are all running at 33 tick if oyu dont belive me

Probably because they set sv_maxupdaterate/sv_maxcmdrate to 33, or fps_max to 33 or around.
