Are you on a school network, by any chance? If so, contact the ICT department and ask them to allow Steam.

Maybe restart pc & router, if that doesn’t work try reinstalling steam, but backup your files first.

It’s a common problem since the last steam update related to feature win7 jumplists (Luckily i have win7 ^^). I read lot of people have connection issues and other problems. They shoul be fixed in the next patch.

My ISP (tiscali, UK) went through a stage of blocking the ports used by steam at peak hours. Before I realised what was happening I tried reinstalling etc.
If your net connection is fine, I’d just wait a few hours at least. It’s probably a problem that is out of your hands.
edit – the reply above looks more helpful. I’d wait until valve get into work (another few hours probably).
