I think I just messed up big time with my tf2

I downloaded a winrar pack containing some old tf and bin folder so I could do the rollback patch and watch my old demos.
Uhm, something went wrong I think and I could neither watch my demos or join a server, so I thought – oh well just reinstall and itll be all right.
but now when it finished installing it crashed two times when connecting to a server and now it says that im missing particles/water.pcf whenever I try to join a server, like all the servers arent at the same version as mine?

when I try connecting to a lan server all the characters are yellow-ish for some reason if that would clear anything up, I dont know.
Please halp?

Delete everything TF2 related manually and reinstall?

The error you get means you aren’t updated fully or you are updated beyond the server.

Worst case scenario, reinstall steam.
