tf2 giving low fps despite good rig

Hai!
been having this problem for a while now, that when i play 6v6 on for example badlands, my fps drops to ~40. also, it says in task manager that tf2 is using 80% of the cpu. or more sometimes.
my specs :

amd athlon 64×2 5000+ 2.6 ghz
ati radeon HD 4850
80gb harddrive
480w psu
motherboard: c51GM-M
2x1024MB DDR2 PC6400 CorsairXMS2 RAM
windows xp professional.
well, i’ve tried all things i could think of, got a new ram, reinstalled a different version of xp, d3doverrider, gamegain etc etc, but nothing has worked. i use all high no aa/af when ingame.
also, i saw this on youtube wich makes me the most annoyed since my system is better ( i think lol )

***UPDATE***

ok, so i’ve cleaned my pc, was gonna overclock my cpu but my motherboard doesnt have that feature ( wtf ) also, updated my drivers and set priority in taskmanager to realtime. realtime worked great and gave a fps boost of 10 but now it stopped working and doesnt do a shit difference :/ all and all, no improvement at all… ='(

When i get my wolfdale ill still probs be runnin on an FPS config… Even if i oc it…

its cpu intensive. q6600 at 3ghz and 8800gtx gives me about 150-250 fps without an fps config. i cap it at 101 with an fps config just to ensure it doesn’t ever fluctuate.

e8400 here runs at 150-250 (dipping to 80s on instaspawn 2fort servers). my last pc struggled something rotten with it though, pentium d 3.4

performance has always been an issue even for people with more than adequate pcs. don’t know what to tell apart from the usual format/reinstall/clear old drivers/install new drivers/virus&botcheck etc.

All high settings (without hdr and aa) with a 2.6 AMD Dual Core (one of the oldest) and a 8800 GTS 512 mb, about 60-80 FPS. If I run with m0re’s config, I get roughly equal FPS. =D

The game ran extremely well on release with basically the same system, but every update seems to make performance worse :( I’m buying a new computer this christmas but it’s still a pain in the ass

Try doing the simplest first , uninstall all of your old video card or system drivers and then get the latest versions.
I didn’t notice a slight error while installing my gpu drivers for like 3-4 months and they never installed correctly. But once I fully uninstalled everything and then installed the newest correctly , I got a +20 fps buff. Imagine what you can do with your system , clean it out , get some drivers if possible , scan for viruses n shit. And if all that fails , just open up your pc case and thoroughly clean it from dust , i had a problem with my old pc , that if it was too full of dust it got very slow and even started to switch off at times , because it overheated.

ill try with the dust. the drivers didnt do a difference

I get stable 75+ fps on max settings too if there’s a low amount of people around.

Check your fps on dx8 and low settings, and compare them to dx9 and high settings. If they’re roughly the same +/- 10, it’s your CPU. I know it is for me.

it differs like 15 fps with m0res highhigh all low and all high no cfg. is it my cpu ? btw, its no longer playable even with m0res highhigh and dx80. cos if i go on 32 man servers, it goes below 60 and if its under 60 i suck
:(( any suggestions on what cpu to get if i dont wanna change motherboard ? money is not a big problem, but try to keep it below ~180 pounds.
