Put r_worldlights to 1, that should work.
It controls how many lights will shine on the weapon, 4 is default.
ah didnt read your post, just saw glow m0reconf etc and it was 1+1 = matbumpmap instantly :p

But then again one picture shows that the bots have just loaded in etc and the other doesnt so could be the fps was still going up when he took the screenshot :p
anyway i get that with dx9, i get a better fps with full settings than i do with dx8 on low
