They don’t quote anything from VALVe about it. Maybe it’s just because they think the sniper update is also in it, but on the TF2 blog it only says:

I don’t see how the Dead Ringer will work for people with ragdolls turned off..
well what is the problem…
They’ll probably remove the cvars to turn the ragdolls off.
