that link you showed with the am2 has intergrated graphics ew.
My misses old pc could run tf2 was pretty much the same. low fps tho ofc.
Well yeah its obviously missing a graphics card ;) thats all i needs though seems trés good for the price
ive got that processor, it is great for the money but dont buy a cheap graphics card like i did or you will bottleneck (means your pc wont run at its best) it. A good gcard for that pc would be: depending on your price range, a ati hd 3870 or hd 4850 or hd 4870 (price goes up with the cards).

So you tell him to watch out for bottlenecking the rig AND advice him to buy a 4850 to go with a p4 3.2ghz in the same post?

Not sure this is as cheap as you can do it but some pretty cheap/recommended combos:

Tower not with OS, bare in mind.
Total cost for tower/card is around £320. With the monitor is around or just short of £400

I was referring to the link he gave out, sorry if i didnt make myself clear.
i’d recommend something arond these specs, it should be able to run TF2 quite comfortable
4gigs of cheap ass ram – 30 euro
ATI HD 4850 – like 100 to 120 euro
AMD Phenom II X3 710 – 110 euro or so
Gigabyte GA-M720-US3 – around 70 bucks
add a mouse, keyboard, monitor, mousemat and a tower (with in built power supply) to choice, and presto! a PC that should be able to run TF2 at atleast 80 FPS stable if not 120 stable
total cost: somewhere around 500 bucks
edit: made a small mistake, changed the motherboard

just buy an E7200 for about 100€ and overclock it. :)
+ 4670 (CHEAP) + more cfg and wont bottleneck anything…

an E7200 is 10 bucks cheaper then what i posted, such a big diffrence it aint making
its not 500 bucks for just TF2, its 500 bucks for a compleatly new PC that can run TF2 properly
now, if tapley would have some old spare parts, you can make it cheaper, if not, i think 500 bucks is quite a decent price.
