High FPS / Max FRAMES - CFG/CONFIG ?! HELP ! ! !

I used a maxframes.cfg file on dx 9 but my fps is getting below 30 almost everytime and I move in frames.
I need help!
What config do you recommend me?

try that one and do not forget to change your personal settings (sens, gamma etc.)

Some of the stuff in this pack may also be worth looking at using
Get an external GPU, if you are not using a laptop. If you are using a laptop, stop playing games until you get a PC. EZ fix.

You have an integrated card, which is bad for gaming, so play at a low res. (say 800×600), use dx8 and unpark your CPUs, google how to.
This game which was release what 8 years ago? keep upgrading graphics every time for hats and demands additional small children to be sacrificed to buy new GPUs

Big thanks goes to schocky a.k.a. stefaaan (btw. you also have a nice name) – he helped me a lot.Danpixed / Stoge – usefull tools I downloaded from them. ex. Time resolutionfr3fou a.k.a. frufi – told me about UNPACK CORES at my laptop. I didn’t know that. Now everything is running AWESOME. Also suggested to switch to 4:3, 800×600, but that’s a res too low for me.
Changes I made:
Switches my res to 700×1280.I’m using R4NDOM CONFIG now.NoHats thing.From dx9 went to dx 8.1Remove some of the windows eye-catching effects to improve the alt+tabbing. (Thanks to stefaaan)
This is now my configuration: download
I did benchmark and now I have:
2639 frames 34.632 seconds 76.20 fps (13.12 ms/f) 5.703 fps variability
If you have more ideas on how I can increase my fps please tell me.

Hey Schocky ! I installed and tweaked for my personnal taste your config and everything seems fine except for one pretty annoying thing : the ALT-TAB command is a lot longer than it was before and I don’t really see why. I usually used it very often and it was nearly instant switching, now it lasts for several seconds…
FIY, I’m using your config with dxlevel 81 and fullscreen mode
Switch to windowed borderless, but you might lose some fps.
So instead of -full in launch options change to -sw

Removing -nod3d9ex and dxlevel from set launch options usually helps that
