Kill command not working

I have a problem on my server that kill/explode commads are not functioning. Server is running SM/MM with SOAP and TFTrue. Disabling SOAP/TFTrue doesn’t help. What helps, is disabling SM/MM all together. Any ideas before I start reinstalling everything?

Try disabling the SM plugins one-by-one until it works.
If the problem persists with no plugins loaded, try disabling extensions one-by-one until it works.
If the problem persists with no extensions loaded, try updating MetaMod and SourceMod to the latest snapshot versions (stable branch).
