Did you open some phishing link :D?
Contact Steam support https://support.steampowered.com/ , provide proof of ownership (e.g. a CD key you registered on your account or a screenshot of your credit card receipt) and you should get it back in no time.
Also, enable Steam Guard, verify your eMail address and do not use the same password for your Steam account and your eMail account.

shouldn’t he have gotten access to your e-mail account too considering he sent you a virus htrough outpost which implies you have to have steam guard enabled?
other than that he couldn’t log in to your account unless he has your email name and you have the same password
I have different passwords with e-mail and steam but ye dunno about the steam guard then, anyways it´s little bit too late to fix that anymore, need to just wait for steam support respond and that waiting is around 4 weeks if shit happens…
average fix time is ~2-3 working days in steam support hijacks. you just need to provide proof of purchase for at least one game.
