Hmm, I’m still not sure my mindset is the issue….but maybe you’re right
I had alot of issues earlier because i was nervous of failing and playing bad so i started playing worse because i became nervous. You can add me on steam if you wanna speak more, i wont be home until friday though :)

The instant you experience small moments of success you’ll be back on track. Don’t rush things and, ffs, stop fiddling around with your settings. Your mind is the issue, not your obviously not changed settings (before you started fiddling with them).
I used to have that problem!
Trust me, I’ve used every sensitivity on the planet and eventually just gave up and said I’m just going to use one that is the length of my mouse pad for 360 (33.5cm).
What i find is that if you’re playing really bad scout trying to trace but the twitch it’s going to annoy you. So, change class, play soldier for a bit, or heavy. I sometimes solly in DM and it actually improves my scout aim! try tr_walkway for the muscle memory, it’s nice and easy and even quad loves it! Also, take your time with your shots, just playing more defensive and try and hit every shot, Then you can start flicking. (tr_walkway again does the job) So, basically to wrap it up, if you’re playing complete and utter piss on scout, change class for a bit (solly ?!) (I am talking in DM/MGE/PUB) and then go back to scout! remember – it’s only a game and there is much more important things in life! That may calm you down a bit!

if sensitivity feels wrong too high/ low change it. it probably means that you got used to a sense that was not totally comfortable for you.
i also find that when you come back to playing fps games that you often overcompensate on mouse movements, and often your movement and strafing was the problem rather than the mouse.

GET COMFORTABLE. Bothly physicly and mentaly. You’re biggest concern is probably the fact that you’re going into the game thinking you’re gonna loose or “I dont play as well as I did a few weeks back” while the way you should be thinking of it is “I might not be as good as I was back then but hell, At the end of the day I will be better than when I woke up in the morning”.
Dont change settings around to much. Personally I dont do a lot of changes in my settings. I changed sensitivity back in august, and I recently changed to DX9 from DX8, Other than that nothing has changed from my config.
If something feels off (ie you feel your mouse is being too slow or too quick) try change the sensitivity untill you are satisfied, once you’re satisfied you’re gonna notice the habits of your old sensitivity(ie old muscle memory or w/e kids call it these days). This might put you off at the start but the more you play with it the better its gonna be. You should be fine as long as it feels more comfy than your old settings.
tl;dr MANN UP AND DONT FIDDLE AROUND WITH SETTINGS TOO MUCH
Just go on a dm server and practice lol. Or if you want to improve flick i guess you could go mge vs a scout 24/7 beacuse usually in scout v scout you end up doing a small twitch.
Honestly if you want to improve aim obviously changing sens wont help you, good aim is just being 100% familiar with your sens and once you are sure that you are, you should start hitting flick shots.
Dont fuck around with your sensitivities after all it’s not your sensitivities fault you’re missing some ‘twitch’ shots.
most importantly, put “@EXCUSE” (i.e. @newsense @newchair @newinterp) behind your name, so people know you would normally be better than them.
now seriously, if you feel uncomfortable playing, just don’t, take a break, you’re probably trying too hard.

If your sensitivity is 1cm/360 you’re not going to hit anything as scout, you should make it so that you can do a 360 easily and stick with it :)
