Singularly, ‘oe’ is pronounced ‘oo’ (as in ‘cookie’).
The same goes for ‘i’ which is pronounced ‘ee’ (as in ‘weed’)
The ‘oei’ sound IS one syllable, you pronounce ‘oo’ which then “flows” into an ‘ee’ sound, ending in a “Y” sound (as in ‘Yak’)

The approach to pronouncing ‘tje’ is best looked at by splitting off the ‘t’ entirely and treating it as a separate part of the word (though it is not pronounced as such). Finally, ‘je’ is equal to ‘ye’, sounding similar to “duh” but short (from a Dutch perspective, ‘duh’ sounds like ‘duuuuhhhhhh’ – English tends to linger on vowels for hours per word, in Dutch vowels are short and strong).

(koo-ee-yy)-(t-juh)
