is that a bad thing?
tf2 will be slightly less dead at the expense of some public servers filled with newbies i’m open to this concept
valve said they would never do it since it would make their vac-system useless (a cheater just makes a new account, repeat). however gaben discussed something along the lines of a model where quality-people (good players, good community members etc) get rewarded with lower prices and bad players just pay the regular full price (yes really)

I saw my mate changing ip like a boss, takes a second. whoever thinks that ip ban will change anything is an idiot (regarding adsl)
