Here is a version that uses SDKHooks instead of Dukehacks.
Only thing that can’t be fixed now (thanks to valve) is having the scattergun instead of the sniper rifle.

Shrew is not keen enough so I’m having a look at it and will try and make it work some time today :P

fall damage is fixed. Should be no scatter shot damage, only instagib.

Bio and a mate is looking into spawn issue, keep using kill @ the start for now.

In english u need your own flag to cap points, and firedelay is 1.5 seconds.

All the cvars you can set…
instagib – Instagib version.
instagib_enable – Enable plugin.
instagib_elim – Enable/disable elimination mode.
instagib_lives – Set elimination lives.
instagib_frag – Enable/disable frag limit.
instagib_frags – Set frag limit.
instagib_spawn – Spawn protection time, in seconds.
instagib_firedelay – Delay between shots (in seconds)
instagib_flag – Flag setting. (0=timer, 1=timer+touch)
instagib_flagh – Can only cap with flag home.
instagib_flagt Flag return timer, in seconds.
instagib_fall – Fall damage multiplier.
instagib_mult – Change whether the beam will pass through targets on a hit, allowing multikills.
instagib_accel – sv_airaccelerate
instagib_fullbright – Make players one colour.
instagib_drop – Enable ig_drop.
instagib_bhop – Enable bunnyhopping.
instagib_dj – Keep double jump momentum.
instagib_physprops – Make explosions affect prop_physics_multiplayers. (thanks to Nalidor)

I had this problem as well. Had to change to spec and then back to team to play.
