What is command who displays chat
hud_saytext_time X
is the time which it takes for the chat to fade out.
“say” opens the chat area iirc.
I dont see it on the screen my chat is broken ;[[
As Waebi said, try rebinding your ‘y’ key to ‘say’ :
In console type ‘bind “y” “say”‘ without the apostrophes, and it should work.

Its boring to play without a chat ;[[
Rename your cfg and run with standard, see if that works. If not, reinstall tf2.
