The Mad Scientist medic pack and it will be tied in to another Hallowe’en Event.
There will be a Halloween themed map, achievements and “Halloween Mode” will be added as a cvar that will affect all maps and all servers much like birthday mode.

How do I know this? I DON’T… this is ALL conjecture. (I’m not even sure if I remember correctly about there even BEING a mad scientist medic pack.)

It’s now been confirmed that the secret pack is for the Medic and that it’s tied to the new game mode. All that’s left is confirmation that it’s the Der FrankenGEAR pack.
