Without using SM, can you make the sourcetv recorder to start recording when a match has started and stop when the match ends?
I don’t want to use SM on the war server.

If you have PREC installed, set the command in your settings:
prec_recordstv 1
As long as you have the rcon password set, that should start it recording automatically every time.

Yes, because when the 2nd person starts the stv recording, it will just say “already recording” and do nothing.

Only the player that type “rcon_password XXX” in the consolle can start the stvdemo with prec (remember to type it before the match or the prec won’t work). So no problem if only one of you insert the rcon_password. If more of you did it, then the prec recognize it and starts only one stvdemo.
