IRC is basically a pretty old chat program where you connect to servers (quakenet is eu games one) and channels and talk to people, for example to arrange tf2 games
However recently people like F2 and skyride have adapted it, making bots for pickup games :)

mIRC is just a client, read further down the thread and there is a list ; i personally use chatzilla as it is a firefox add-on and easy.
