I had exactly this same problem with street fighter 4.It worked fine before switching to win7.
I googled about it and found out that the directx could be a problem(My windows 7 didnt include directx 9 in the installation). Then i just updated the directx library downloading the installer from micrsoft´s web,and it works now.
Give it a try.

Ah yes. Doesn’t make sense to install dx9 then though.

there is difference between dx11 support and dx11 installed
I still have this problem.
CS:S will open, though.

Im guessing you messed with the shortcut to get steam.exe to launch tf2? Make sure you have -applaunch 440 in the shortcut:
“C:Program Files (x86)Steamsteam.exe” -applaunch 440 -console -noforcemaccel -noforceparms -noforcemspd -novid

No idea what you’re even talking about there.

If you launch tf2 using a shortcut (instead of through steam), the command line must include -applaunch 440. Don’t worry, it doesn’t apply to your case.

Fixed it. Deleted the entire ‘team fortress 2’ folder, and it fixed itself. I even tried redownloading, which did nothing. Just don’t delete the GCF files and it won’t take long to fix itself, they’re what have the file size.
