Because you should not be able to make your graphics that low (see mat_picmip, you already can’t set the value over 2 unless sv_cheats is 1), and this is forbidden in all CSS leagues. I guess this is because you can see enemies at larger distances more easily with lower graphics.
This command just got be perma banned from my favourite servers :/
Command is awful though :

Its only an advantage if no one else uses it. Theres nothing stopping everyone in all of ETF2L from using that cvar, they are choosing not to.
It’s baffling that you’d consider that screenshot to be better than the normal TF2 settings. The whole point of messing around with picmip in Quake 3 was to make the game look like this – http://snowie.bad-words.com/legoq3.jpg – where every wall is pretty much just one colour and pipes (stickies) are clearly visible (see the yellow blobs).
What you’ve there is a cross between TF2 and a knitted woolly jumper :)
What about people (like me) who have to run the game like this in order for it to be playable? It isnt just an fps issue but a sheer method of actually being able to play the game.

I don’t see why this should be a problem, if you can do it without additional programs it should be allowed, what are you going to do next? say you must have low mouse sens so that everyone has identical mouse sens?

CSS/1.6 are bit different, even if it were used in those game wouldnt change a thing, justa personal preference.
Tried it, jumped on a UKCS pub server and just got auto-banned for it, ….right

Why should we care what Valve thinks? They don’t play the game competitively.
I can’t believe I’ve known about this cmd for literally years and only now I stumble across the solution for fixing the crosshairs/explosions issues which prevented me from using it in the beginning.
You sir, have just given me 50+fps back and you have also reassured my faith in the French. I love you.
Personally I never really understood the advantages of low detail textures/graphics in any FPS. I’ve attempted playing Quake 3 with high picmip and found it detrimental to my game rather than beneficial.
Also tried playing CS at low graphics resolutions (e.g. 640×480 or 800×600) and couldn’t see/aim like before, especially at long range. Only thing I would say is that 120Hz refresh rate makes a huge difference when compared to 60Hz flatscreens.
I did heavily config UT3 though, when I played it in the first couple of months before the game died an early and abrupt death. This game has such extreme post processing, motion blur, colour saturation and glare effects as default that it actually makes a big difference to get rid of it all. This is however still quite distinct from low detail textures.
Defaults and native monitor resolution ftw. I still even use show weapon models. :)

If you bought your pc 3 years before tf2 was released you SHOULD NOT have the right to whine about fps. This game just isn’t for you then!

But 120hz screen is also cheating! And a good mousepad! And a good mouse! And good eye vision! And fast reflexes! All advantages must be leveled!!!

Same happened to me, I’m a regular there :(
I’ve PM’d them to find more information about it as well.
