Hopefully we can keep borneos and swiftwaters in UGC, people who are big fans of swiftwater should have enjoyed it enough already since its been played in UGC for like 7 seasons now and for borneo those big fans dont even exist cause the map never was good.
Remove viaduct and add ashville/coalplant or artic/warmtic, remove gullywash or process and add croissant or follower. For barnblitz I cant really think any replacement since theres not much good and viable payload maps around.

PL- There are no other maps worth jack shit. Borneo is too chokey, its flanks are like an ant nest and its last too strong. Swiftwater needs updating because it is just a bit too broken right now. So Barnblitz wins because since the update it has gone from bad to merely average. Upward and Badwater are both great.
KOTH- I would rate the maps like: Viaduct (7), Lakeside (6), Colplant/ Ashville (5) and Arctic (4). The best two were chosen basically. Also have people forgotten how utterly unbalanced arctic was?
CP- You have two viable maps and both were chosen.
5CP: I guess the only place viable for experimenting as both the maps are a bit meh. I would have loved to see one of them dropped for Croissant. But that would probably have been received just as bad honestly.
So basically there aren’t any better maps around and the map decisions are fine. Tbh the constant whining about it is a bit boring to me so god knows how the admins are taking it.
The only way I see things improved is by switching to one map a week. It would mean one less CP and 5CP map (least popular gamemodes), make life easier for highlander teams practicing and balance the amount of points awarded for each gamemode. The rules would need changing. For KOTH perhaps two halves of first to three with each round equalling a point? Or three points for each half? And something similar for 5CP with two distinct halves or a similar system to UGC with point awarded for how many rounds you take. While there is no easy answer I can see ways to make it work.
TLDR: Map decisions are fine though changing to one map a week would improve things.

I don’t see anything wrong with Foundry, Croissant and Warmfront at least
I don’t mind trying to edit some maps like Swiftwater, just need to know what needs to be changed or added/removed and i will do it and we can test it maybe?

Warmfront – decent, I’m not a fan of pushing last.
Fastlane/Prolane – I’ve played Fastlane in HL maybe once, nobody ever wants to try them.
Foundry – stalematey, but still enjoyable for me.
Freight – trains and underwater tunnels? No thanks.
Yukon – like Fastlane, nobody wants to play it. Understandable, the map seems a bit too small.
Croissant – I like it, could easily be in the season
Granary – average, there are better 5CP maps for HL
Follower – [Foundry description], not good enough for the season
Replace either one of the KOTH maps with Arctic/Warmtic. Too bad there are no alternatives to Barnblitz.
Even I didn’t like the map borneo, I still think, it encourages the communication in team and preplaning for the game.
Since there are many flanking routes, those have to be watched. In case of a push from those, the player who is watching the flank must fall back and call that out. The rest of his team must change his positions to counter enemy push.
Maybe it doesn’t make much sense, but I felt like playing cs, as I played borneo.
The only problem I recognized was, the map, especially the third point, was too complicated and there were huge communication problems. But I can imagine, once you get used to the map, it is fun =)

If you take a bad 5cp map, and place it to the right of a bad PL map, you got borneo.
I have played 2 officials on Borneo, both times we won by defending second point until the attacking team run out of time. I rather play barnblitz than borneo.

all of them are shit
you still can add cp_orange in map pool, in case you don’t like other 5cp maps
or create some pr0 version, like cp_warmange, and play there
