Commonwealth of Nations Highlander Tournament

Just An idea really, considering not so many teams entered the Highlander nations cup
would there be enough players influx to make a “commonwealth” style cup or highlander tournament.. or even 6v6.
The idea does’nt have to be limited to the British “commonwealth”.
Not so many? There are 27 European countries in the cup and 2 couldn’t join (Belarus, Switzerland, because not enough players) There are about 40 countries in Europe if you exclude those minor countries, like Monaco etc.
There is also Scotland playing by themselves + Canada and USA. South Africa didn’t have enough players to join the cup. So 30 is playing in the cup + 3 who didn’t manage to get in.

And how would you make these “Commonwealths”?
Because playing together with neighbour countries wouldn’t be an option really.
