Which rule do you mean exactly? Guidelines how to set the default dates exist for the admins (and are public for a few days now, e.g. here http://etf2l.org/forum/league/topic-18475/ ) so you can already be sure that you will not be forced to start at other times than 20.00 – 21.30.
I do not fancy the idea to limit the time in which teams have to schedule. If both teams agree, they can play whenever they want.

I could imagine something similar like the server rule 5.2 if you are unhappy with the promise that you do not have to play at unusual times if you really can not.

5.2 European server recommended

The ETF2L is a European League, you cannot force opponents to play on non-European servers. We strongly recommend using servers located central in Europe, such as the Netherlands or Germany.

e.g. like

1.1 ETF2L Time zone = CET/CEST

ETF2L announces all times in either Central Europe Time (CET) or Central European Summer Time (CEST). All matches have to be entered in CET/CEST. A clock displaying the current time can be found on the homepage. [Link]

Though maybe loosen up the times a little. Maybe have some kind of vote to determine what times suit everyone..

I hope everyone also realise that Russia have stopped using Daylight Saving Time, meaning after this saturday night there will be an extra hour time difference between russia and western europe.

EDIT – just saw Canfo allready mentioned it.
