Low FPS in fullscreen

For some reason i have 30-29fps in fullscreen i dont understand why, i use comaglia config for more fps but i think not works

30 FPS is really low, what hardware do you have? Did you have higher FPS before? What changed between now and then?
play 640×480 streched if u wanna play only fullscreen

I have AMD Radeon R5 230, and yes i used higher FPS before. But is weird ’cause if play in windowed i have +60fps(i wanna try to play in 1024×768 fullcreen)
virus scan, -default in launch options or reinstall tf2
Can you list specs?
