You could also do LOD tweaks to make it look more pixelated, http://etf2l.org/forum/customise/topic-17728/page-1/ Remember to check the whole thread if things aren’t working.

The blocky thing is just cosmetic afaik, doesnt improve fps.
This + low lod is propably the best you can do by Software. In my case, overclocking my CPU improved my fps by far the most.
Also use -full (screen), works better than borderless windowed :)
