I had a similar issue to OP that lasted a few months until about a 2 weeks ago. I was told by my team and friends to change my cl_interp to 0 and my cl_interp_ratio to 2. Suddenly I was hitting shots again it was great, hitting big numbers not getting 9 damage for “meatshots” at close range.

2 weeks ago I was telling another scout about it and said I’d get the cl_interp details for him from my cfg, turns out I hadn’t even saved the changes and the settings were still the same as they had always been cl_interp 0.33 and cl_interp_ratio 1. Basically for me it was all placebo and actually all I had to do was get over my config being wrong and actually concentrate and click on people precisely.

tldr It was all in my head, not my config.
