Impossible , There was a thread about this like a year ago or so , Its just and edit , no way to inplomment it to the game.

you can change skins and textures all you want, but in pcw’s/officials no custom skins or textures are allowed. They are forced to default by sv_pure 2 so that people would not run around with glass walls and such.
