So for some reason tf2 can’t use more than 20% of both my CPU (4770K) and my GPU (7970 GHz). That hadn’t really bothered, but now I’m getting fps drops down to 90 and that shouldn’t be happening.

Drivers are 13.11
OS is win 8.1

What I’ve tried so far:
maxquality cfg -> same fps, higher gpu usage
dx9frames cfg -> same fps, lower gpu usage
mat_queue_mode 0 -> ~80% load on core 0, same fps

Does anyone have a spare windows xp key? I might try windows 7 aswell and see if the fps are any different.
