FPS problem

So during past 2 months i could feel my tf2 getting slower and slower with each update. During summer i had up to 500 fps on mids, right now with maxframes cfg i have max 30, especially when i am close to any players (190 on spawn, 80 outside, 20-30 when close to someone). I reinstalled the game, cleaned my pc, checked processor heating, did anti-virus shit and made more space on my Steam disc. Nothing helped, and i am still struggling with it. Other games like cs:go l4d2 or even half-life are fine with up to 200 fps for each game. Halp

try checking for dust, maybe everything inside of your PC is dusty
I have cleaned everything, spent almost 2 hours on it. PC itself works super fast, tf2 not.

It does have its problems that would limit any possible performance increase.
The game still goes through the process of loading the hats into memory.

l4d2 has it fps cap at 60 but yeah hard to tell without specs.
AMD phenom II x4 3,2 gh, Gigabyte Radeon 6850 HD, 4GB ram, Windows 7 64bit

Yes but it doesnt render the hats and that gives a huge FPS boost if you wasnt aware
