Failed to load weapon sound?

It keeps popping up in my console and when that happens my Tf2 sound is all fucked up its like im playing it while underwater lol. Also when i start up tf2 my console pops up and says that he couldnt load a lot of things in mulitplayer it has something to do with sv_cheat 1 how do i fix that?

Does it actually affect your game? Are they just messages in your console or is your sound actually borked.
Verify game cache or something.

also the sv_cheats stuff is normal.
